What § 24 AufenthG Status Means and What Changes
§ 24 AufenthG is the residence basis for persons who have received temporary protection in Germany. The title was most recently extended to 4 March 2027 by the Second UkraineAufenthÄndFGV of 27 October 2025. A large number of people in Germany currently live on this basis.
The § 24 status is a time-limited residence title. It permits gainful employment and access to social benefits, but it is not designed for the long term. Whether and under what conditions protection will be extended again after 4 March 2027 is currently open. Those who wish to remain in Germany long-term should assess in good time whether another residence title is available.
This is the core of the legal challenge: § 24 protection gives time. But it does not substitute for long-term residence security.
Why Now Is the Right Time to Act
A change of title requires lead time. Professional recognition processes, qualification documents, language certificates, and application procedures cannot be completed in a few weeks. Those who are planning a switch should start the preparation now.
Fictitious continuation under § 81(4) AufenthG may preserve the existing status during the pending procedure if the application is filed in time. It does not replace the substantive requirements of the new title. Those who file too late risk losing the protection of fictitious continuation and may face uncertainty regarding lawful residence and employment permission.
In practice, many affected persons know they want to switch — but do not know which route applies in their specific situation. That depends on profession, qualification, language level, family situation, and the course of the prior residence.
Switch Routes — Overview
Employment (§§ 18a, 18b AufenthG)
Those already working in Germany or with a job offer can assess a switch to an employment residence title. § 18a AufenthG applies to skilled workers with vocational qualifications; § 18b applies to skilled workers with academic qualifications. What matters is not only whether employment is already taking place, but whether the applicant has a recognised qualification, equivalence assessment or an applicable recognition pathway, a qualifying job offer, and meets the other conditions of the employment title.
Where recognition has not yet been completed, § 16d AufenthG — in particular the recognition partnership — may in some cases provide a residence route allowing employment while recognition is completed, subject to its own conditions. Further detail is on our skilled worker visa page.
EU Blue Card (§ 18g AufenthG)
Those with a recognised university degree, comparable tertiary qualification, or — in certain IT cases — sufficient professional experience, together with a qualifying job offer with sufficient salary, can switch directly to the EU Blue Card. The general salary threshold in 2026 is €50,700 gross annually; the lower threshold of €45,934.20 applies for shortage occupations, certain career starters, and certain IT specialists. The EU Blue Card offers an accelerated path to the settlement permit — regularly after 27 months with basic German language skills, or 21 months with B1 German — together with facilitated family reunification and EU mobility. Self-employment and entrepreneurship (§ 21 AufenthG)
Those who wish to become self-employed or establish a company in Germany can assess a switch to § 21 AufenthG. For freelance activities, § 21(5) AufenthG may be relevant; for commercial entrepreneurship, § 21(1) applies. The requirements include a viable business plan, secured financing, a plausible implementation concept, secured livelihood, and — for commercial entrepreneurship — evidence of economic interest or regional need. Study and vocational training (§§ 16a, 16b AufenthG)
Those studying or completing vocational training in Germany can switch to the applicable title: § 16a for vocational training, § 16b for university study. Study and training lead to a time-limited title but can open a stable subsequent strategy — for example through qualified employment after graduation.
Family routes (§§ 27–36 AufenthG)

What to Watch When Switching
When switching from § 24 AufenthG, the key question is whether the target title can be granted alongside or after the existing protection status. Particularly relevant are the general conditions for granting a residence permit, the specific requirements of the target title, and — depending on the target title and current administrative guidance — any applicable switching restrictions.

The Procedure
In Hamburg, the title change is filed with the competent immigration authority; the exact unit and appointment route should be checked before filing. In other German states, the respective local immigration authorities apply. Federal law applies; procedural practice may vary by region.
Starting preparation early gives the best chance of a smooth process. Missing qualification documents, pending recognition procedures, or incomplete language certificates cause delays — and in the worst case, result in an application being filed too late.
