It generally permits gainful employment; where\n            employment is intended, the right to work must also be covered by\n            the title. Professional licensing requirements, trade law\n            authorisations, or other sector-specific rules remain separately\n            applicable.<\/p>\n            <p>For most clients, the settlement permit is the decisive step:\n            away from a time-limited status and towards a stable long-term\n            foundation for work, family, and life planning in Germany. It is\n            often useful for planning the path to German citizenship, although\n            naturalisation can in some cases be possible without first\n            obtaining a settlement permit.<\/p>\n\n            <h2 id=\"sp-standard\">The Standard Route &mdash;\n              &sect;&nbsp;9 AufenthG<\/h2>\n            <p>The standard route under &sect;&nbsp;9&nbsp;AufenthG requires\n            five years of lawful residence with a residence permit. Periods\n            of tolerated stay (Duldung), asylum-procedure permission\n            (Aufenthaltsgestattung), periods abroad, or certain humanitarian\n            titles may be treated differently and should be assessed\n            individually. A Fiktionsbescheinigung is a different concept and\n            may preserve continuity where the underlying title continues by\n            statutory fiction.<\/p>\n            <p>The full requirements under &sect;&nbsp;9&nbsp;AufenthG\n            include secured livelihood without recourse to harmful public\n            benefits, adequate housing, pension insurance contributions for\n            at least 60&nbsp;months, sufficient German language skills\n            (generally B1), basic knowledge of the legal and social order,\n            and no grounds of public security or order that prevent the\n            grant.<\/p>\n            <p>In practice, applications fail not on the main conditions but\n            on details. Missing pension insurance records, gaps in income\n            documentation, unaccounted interruptions of residence, or an\n            incorrect assessment of which prior residence periods count\n            &mdash; these are the typical reasons an application is rejected\n            or deferred. A legal review before filing is therefore not a\n            formality.<\/p>\n\n            <h2 id=\"sp-accelerated\">Accelerated Routes &mdash; For Whom It\n              Is Shorter<\/h2>\n            <p>The Residence Act provides several routes that lead to a\n            settlement permit considerably faster than the standard five-year\n            path. The shorter routes do not merely reduce the waiting time;\n            each has its own title-specific requirements.<\/p>\n            <p>EU Blue Card holders may qualify under\n            &sect;&nbsp;18c(2)&nbsp;AufenthG after 27&nbsp;months of Blue\n            Card employment with pension contributions and basic German\n            language skills; with B1 German, the period is reduced to\n            21&nbsp;months. This is one of the strongest advantages of the\n            <a href=\"\/en\/eu-blue-card-germany\/\">EU Blue Card<\/a> route and\n            often a decisive factor in the choice between the Blue Card and\n            the <a href=\"\/en\/skilled-immigration-germany\/\">skilled worker\n            visa<\/a>.<\/p>\n            <p>Skilled workers holding certain employment-based residence\n            permits may qualify for a settlement permit after 36&nbsp;months\n            under &sect;&nbsp;18c(1)&nbsp;AufenthG, provided the other\n            conditions are met. This reform has been in force since\n            1&nbsp;March 2024. A 24-month pathway may apply where the skilled\n            worker completed vocational training or a degree in Germany.<\/p>\n            <p>Entrepreneurs and self-employed persons with a residence permit\n            under &sect;&nbsp;21&nbsp;AufenthG may qualify under\n            &sect;&nbsp;21(4)&nbsp;AufenthG after three years if the\n            self-employed activity has been successfully implemented, a\n            sustainable further development can be expected, livelihood is\n            secured for the applicant and dependent family members, and no\n            public-security concerns prevent the grant. For EU Blue Card holders,\n            pension contributions or equivalent provision must be documented\n            for the relevant 27- or 21-month period. For other accelerated\n            routes, the pension requirements differ and should be checked\n            against the specific pathway. Self-employed persons under\n            &sect;&nbsp;21&nbsp;AufenthG are generally required to demonstrate\n            adequate pension provision separately.<\/p>\n            <p>B1 German is generally relevant for the standard route. For EU\n            Blue Card holders, basic German is sufficient for the 27-month\n            route, while B1 reduces the period to 21&nbsp;months. For other\n            accelerated routes, the exact language requirement should be\n            checked against the applicable legal basis.<\/p>\n\n            <h2 id=\"sp-hamburg\">The Hamburg Procedure<\/h2>\n            <p>Applications in Hamburg are filed with the competent\n            immigration authority. The exact unit and appointment route should\n            be checked before filing; processing times are significant. If\n            the existing title expires during the settlement permit procedure,\n            a timely extension or other procedural step may be needed to\n            preserve lawful status.<\/p>\n\n            <h2 id=\"sp-citizenship\">From Settlement Permit to Citizenship<\/h2>\n            <p>A settlement permit is often useful for naturalisation\n            planning, but it is not always a mandatory prerequisite. What\n            matters is whether the current residence title is sufficient under\n            the Nationality Act and whether the naturalisation requirements\n            are met. Naturalisation is assessed under the Nationality Act,\n            not automatically through the settlement permit. Since the\n            StARModG (in force since 27&nbsp;June 2024), the standard\n            naturalisation period is five years, and dual citizenship is\n            generally permitted.
