Its starting point is &sect;&nbsp;4 AufenthG: non-EU\n            nationals who wish to enter and reside in Germany require a\n            residence title.<\/p>\n            <p>EU and EEA nationals, and many of their family-member\n            constellations, are governed primarily by freedom-of-movement\n            rules rather than the Residence Act. Swiss nationals follow a\n            separate treaty-based regime. This overview focuses on non-EU\n            nationals.<\/p>\n            <p>The seven residence titles listed in &sect;&nbsp;4(1) AufenthG\n            are legal title types. Within them, the Residence Act then\n            differentiates by purpose of stay &mdash; study, training,\n            employment, self-employment, family reunification, humanitarian\n            protection and long-term residence. Time-limited titles are tied\n            to a specific purpose. Indefinite titles are not purpose-bound.<\/p>\n\n            <h2 id=\"rpo-temporary\">Time-Limited Titles &mdash; The Residence\n              Permit (Aufenthaltserlaubnis)<\/h2>\n            <p>The residence permit under &sect;&nbsp;7 AufenthG is the most\n            common residence title. It is time-limited and purpose-specific\n            &mdash; authorising residence only for the stated purpose. The\n            AufenthG divides permitted purposes across several sections.<\/p>\n\n            <h3>Study and vocational training (&sect;&sect;&nbsp;16a&ndash;17\n              AufenthG)<\/h3>\n            <p>&sect;&nbsp;16a covers vocational training and professional\n            development. &sect;&nbsp;16b covers university study.\n            &sect;&nbsp;16d covers measures for recognition of foreign\n            professional qualifications, including the recognition partnership\n            under &sect;&nbsp;16d AufenthG, which can allow entry and\n            employment before full recognition is completed under specific\n            conditions (FEG Pillar 2, 1&nbsp;March 2024). &sect;&nbsp;17\n            covers job search for study or training positions.<\/p>\n\n            <h3>Employment and skilled workers (&sect;&sect;&nbsp;18&ndash;19d\n              AufenthG)<\/h3>\n            <p>&sect;&nbsp;18a covers\n            <a href=\"\/en\/skilled-immigration-germany\/\">skilled workers with\n            vocational qualifications<\/a>; &sect;&nbsp;18b those with academic\n            qualifications; &sect;&nbsp;18d researchers; &sect;&nbsp;18g the\n            <a href=\"\/en\/eu-blue-card-germany\/\">EU Blue Card<\/a>.\n            &sect;&nbsp;19 covers the\n            <a href=\"\/en\/ict-card-germany\/\">ICT Card<\/a>. &sect;&nbsp;19a\n            governs short-term mobility into Germany for ICT holders from\n            another EU Member State; &sect;&nbsp;19b governs the Mobile ICT\n            Card for longer-term mobility into Germany within the same\n            corporate group. &sect;&nbsp;19c covers other employment purposes\n            under the Employment Regulation\n            (Besch&auml;ftigungsverordnung).<\/p>\n\n            <h3>Job search without a job offer (&sect;&nbsp;20a AufenthG)<\/h3>\n            <p>The <a href=\"\/en\/opportunity-card-germany\/\">Opportunity Card<\/a>\n            (Chancenkarte) under &sect;&nbsp;20a AufenthG is a job-search\n            residence route, in force since 1&nbsp;June 2024. It allows\n            limited employment during the search period but is not itself a\n            regular employment residence title; after finding qualifying\n            employment, a switch to an employment title is usually required.\n            <\/p>\n\n            <h3>Self-employment and entrepreneurship\n              (&sect;&nbsp;21 AufenthG)<\/h3>\n            <p>&sect;&nbsp;21(1) covers active entrepreneurs, founders,\n            self-employed persons and active investors;\n            &sect;&nbsp;21(5) freelance activities. Applicants over 45 must\n            demonstrate adequate pension provision under\n            &sect;&nbsp;21(3). After three years of successful\n            self-employment, a settlement permit may be available under\n            &sect;&nbsp;21(4). Further detail is on our\n            <a href=\"\/en\/business-immigration-investors\/\">business immigration\n            investors page<\/a>.<\/p>\n\n            <h3>Humanitarian and protection grounds\n              (&sect;&sect;&nbsp;22&ndash;26 AufenthG)<\/h3>\n            <p>&sect;&nbsp;25 contains several humanitarian residence permits,\n            including for recognised persons entitled to asylum, refugees,\n            subsidiary protection and other humanitarian constellations.\n            &sect;&nbsp;24 AufenthG is the basis for temporary protection\n            &mdash; currently automatically extended to 4&nbsp;March 2027 for\n            qualifying Ukraine temporary-protection permits under the\n            applicable extension regulation. Further detail is on our\n            <a href=\"\/en\/ukraine-residence-permit-switch\/\">&sect;&nbsp;24\n            pathway page<\/a>.<\/p>\n\n            <h3>Family reunification (&sect;&sect;&nbsp;27&ndash;36\n              AufenthG)<\/h3>\n            <p>&sect;&sect;&nbsp;27&ndash;36 govern family reunification\n            &mdash; spousal reunification (&sect;&sect;&nbsp;28,&nbsp;30),\n            child reunification (&sect;&nbsp;32), and parent and parent-in-law\n            reunification (&sect;&nbsp;36), including the new\n            &sect;&nbsp;36(3) route for holders of certain listed economic\n            titles where the title was first issued on or after\n            1&nbsp;March&nbsp;2024. Further detail is on our\n            <a href=\"\/en\/family-reunification-germany\/\">family reunification\n            page<\/a>.<\/p>\n\n            <h3>Special residence rights\n              (&sect;&sect;&nbsp;37&ndash;38a AufenthG)<\/h3>\n            <p>&sect;&nbsp;37 covers return of foreigners who grew up in\n            Germany as minors. &sect;&nbsp;38a covers residence in Germany\n            for persons who hold long-term resident status in another EU\n            Member State.<\/p>\n\n            <h2 id=\"rpo-indefinite\">Indefinite Titles<\/h2>\n\n            <h3>Settlement permit &mdash; Niederlassungserlaubnis\n              (&sect;&nbsp;9 AufenthG)<\/h3>\n            <p>Indefinite, purpose-neutral, generally permits gainful\n            employment. Standard route: five years. Accelerated routes:\n            36&nbsp;months for skilled workers under\n            &sect;&nbsp;18c(1)&nbsp;AufenthG (since 1&nbsp;March 2024). The\n            accelerated 27\/21-month route applies specifically to EU Blue Card\n            holders under &sect;&nbsp;18c(2)&nbsp;AufenthG. No fixed 60-month pension\n            contribution requirement; overall livelihood and old-age provision\n            assessed under &sect;&nbsp;9c&nbsp;AufenthG. Further detail is on\n            our\n            <a href=\"\/en\/eu-long-term-residence-permit\/\">EU long-term residence\n            permit page<\/a>.<\/p>\n\n            <h2 id=\"rpo-special\">EU Blue Card, ICT Card, Mobile ICT Card<\/h2>\n            <p><strong>EU Blue Card (&sect;&nbsp;18g AufenthG):<\/strong> For\n            qualified employment above the salary threshold &mdash;\n            &euro;50,700 general threshold in 2026;\n            &euro;45,934.20 for shortage occupations, certain career starters\n            and certain IT specialists. Offers accelerated routes to the\n            settlement permit (27 or 21&nbsp;months) and facilitated family\n            reunification.
